The Australian Government has introduced significant updates to offshore student visa processing through Ministerial Direction 111 (MD111), effective from 19 December 2023. This new directive reshapes how student visa applications are prioritized, ensuring a balanced distribution of international students across institutions while addressing Australia's workforce and economic needs.

Key Highlights of Ministerial Direction 111
Ministerial Direction 111 Order for considering and disposing of offshore Subclass 500 (Student) visa applications (MD111) took effect on 19 December 2024 replacing MD107. MD111 applies to onhand, unfinalized Student visa applications lodged from offshore, as well as those lodged on or after that date, and sets out priority categories for processing Student visa applications.
Priority 1 – High Priority Processing
Applies to student visa applications linked to higher education and Vocational Education and Training (VET) providers operating below 80% of their enrolment capacity.
Aims to utilize available resources efficiently and support growth among institutions with the capacity to accommodate more students.
Priority 2 – Standard Processing:
Applies to applications from providers operating at 80% to 95% capacity.
Ensures balanced enrolments across institutions, preventing oversaturation at near-capacity providers.
Priority 3 – Lower Priority Processing:
Applies to applications associated with providers operating at 95% capacity or higher.
Aims to manage demand and uphold education quality by mitigating overcrowding.
