Investigation of alleged incidents in childcare centres

In a deeply unsettling development, Victoria Police are investigating multiple allegations of child sexual abuse linked to a former childcare worker, Joshua Dale Brown. Brown, 26, has been charged with over 70 offences involving children aged between five months and two years old. The alleged incidents occurred between 2017 and 2025 across various childcare centres in Melbourne, with specific charges related to the Creative Garden Early Learning Centre in Point Cook.

Brown was employed at 20 childcare centres throughout Melbourne during the period in question. A detailed list of these centres, along with the timeframes of his employment, has been made available by the Victorian Government to assist families in identifying potential exposure. Approximately 1,200 children have been advised to undergo screening for infectious diseases as a precautionary measure.   • Financial Assistance: Affected families are eligible for support payments to aid in managing the emotional and logistical challenges arising from the situation.

The health, safety and wellbeing of children attending early childhood services is the highest priority.

All early childhood services in Victoria must comply with the Child Safe Standards, which require organisations involving children to have policies, procedures and practices to keep them safe.

Under the Education and Care Services National Law, it is the responsibility of Approved Providers to ensure services are maintaining a safe environment and quality care and learning.

Victoria’s Early Childhood Regulatory Authority conducts assessments against the standards, and investigations at early childhood education and care services, where there is reason to believe that offences have been, or are being, committed that pose a risk to the safety, health or wellbeing of any child at the service.
