The Albanese Government has just unveiled its 2026 National Planning Level for international students; setting a strong, sustainable direction for the future of education in Australia.
In a significant update for the global education community, the Australian Government has officially set the National Planning Level at 295,000 international student places for 2026. This milestone brings 25,000 more study opportunities than in 2025, while maintaining a strong focus on quality, fairness, and long-term stability.

What is the 2026 National Planning Level?
The National Planning Level (NPL) is a strategic tool the government uses to manage international student growth in a sustainable, transparent, and balanced way.
The 2026 cap is set at 295,000, up from 270,000 in 2025.
This figure is still 8% below post-COVID peak levels, reflecting a focus on sustainability and integrity.
Every active international education provider will retain at least their 2025 allocation.

1. Fair Growth with a Strategic Focus
Public universities can apply for more allocations by showing:
Increased engagement with Southeast Asia (aligned with Invested: Australia’s Southeast Asia Economic Strategy to 2040). This strategy aims to deepen Australia's education and economic ties with Southeast Asian nations.
The Southeast Asian countries included are:
Brunei
Cambodia
Indonesia
Laos
Malaysia
Myanmar
Philippines
Singapore
Thailand
Timor-Leste
Vietnam
Investment in student accommodation, ensuring both domestic and international students have access to safe, secure housing.
2. Updated Visa Processing Framework
The current Ministerial Direction 111, which has supported fair student visa processing, will be replaced in 2026 with a refreshed framework aligned with the new planning level.
Certain groups will continue receiving priority visa processing:
Students from the Pacific and Timor-Leste.
Recipients of Australian Government scholarships.
3. Smart Exemptions for School-Leavers and Pathways Students
From 2026, students who:
Transition from Australian secondary schools, or
Progress from pathway or TAFE institutes to public universities will be exempt from the planning level, promoting smoother education pathways and smarter migration outcomes.
What’s Coming in 2027?
Looking ahead, the Australian Tertiary Education Commission will assume oversight of higher education growth; pending legislation. For the VET sector, visa integrity and processing settings will continue to guide future growth, with a sharp focus on skills demand and quality training outcomes.
